upper layer timing, deassert Listen_only

* Non-active Mobiles continue to back off from
information in the Link_Status byte.
* Hardware mechanism to avoid mutual detection among mobiles, as well as contention resolution due to
simultaneous mobile responses are implemented in SATURN chip design.
* Implementation of Link_Status byte, and back-off mechanism is dependent on upper layer software.
